Development

“Any man-made change to improved or unimproved real estate, including but not limited to buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations or storage of equipment or materials” (44 CFR § 59.1). NFIP communities are required to regulate development in SFHAs. The term includes structures and buildings. Many construction projects associated with agriculture and aquaculture are development, even if they do not meet the definition of “structure” shown below; examples include livestock pens, open fish tanks and raceways, temporary tents or shade structures, and pole barns.
